The station was primarily a tool for Chinese Nationalist propaganda. Its goals during the 1970s included:
Highlighting the hardships of mainland China under Mao Zedong and the Cultural Revolution.Reinforcing the ROC's claim to be the sole legitimate government of all of China.
Airing tailored psychological programs, often using smooth, clear female voices, designed to
convince mainland soldiers and citizens to defect to Taiwan.
Introducing Chinese culture, economic success, and local lifestyle to overseas Chinese communities
and Western allies like the United States.
