It targeted South Korea from 1970 until it was shut down in August 2003.  While Pyongyang claimed the station operated from underground inside Seoul, South Korean authorities  identified the actual transmission site in Haeju, North Korea.  It posed as a native South Korean revolutionary broadcasting network run by the  "National Democratic Front of South Korea" (NDFSK) to give its anti-government and pro-Juche propaganda a veneer of local dissent.
